Finance Director Sue Hagener reminded the council the materials were unchanged since September and summarized the multi‑year utility rate plan approved in July: a 5.5% increase for water and 4.5% increase for sewer, scheduled to appear on utility bills beginning February 1; Hagener estimated these changes would amount to about $3 on a typical water bill. She also described Sequim’s Low Income Discount Program (eligibility includes senior or disabled property‑tax exemptions and other criteria) and encouraged residents to contact staff for assistance applying.
There were no public speakers for the hearing and councilors praised the clarity of the packet materials. A motion to adopt the ordinance passed on a unanimous roll call vote (7–0).
The adopted ordinance becomes part of the city’s 2026 revenue plan and is intended to ensure utility rates reflect cost of service while preserving targeted discounts for qualifying low‑income customers.
