A tax-increment financing (TIF) proposal for the Dobbins Taylor warehouse in downtown Kingsport was presented to the Sullivan County Commission on Nov. 13 and set for fuller review at next week’s meeting.
Presenter Mr. Bauer described the century-old, roughly 108,000-square-foot building, located across from the Kingsport Chamber, and said the redevelopment would create a 60-room boutique hotel with a bar, restaurant and event space. The proposal requests $1,300,000 in TIF assistance over 25 years with a 5% holdback to represent new revenue to the city and county.
Bauer told commissioners that Kingsport’s Economic Development Board recently approved the project and that the housing authority voted to approve the TIF on Oct. 27. He said more detailed economic-impact figures and a full presentation will be provided next week.
Commissioners did not take a final vote on the financing Nov. 13 and asked the presenter to return with economic details and materials requested by the commission.
