Laredo board pauses action after city council delays new residency and citizenship rules

The meeting chair (name not specified) told the community board on Friday that the city secretary had instructed a pause in implementing proposed eligibility requirements for boards until the city council meets to consider an amendment.

"We got an update from our city secretary to pause the continuation of the requirements for the boards until there was a city council meeting on November 3," the chair said. The chair said the council will decide whether to amend priorities and then notify the board about any new requirements.

Several board members pressed for specifics about what the proposed rules would require. One member said she had seen language that would require U.S. citizenship, voter registration and proof of multi-year residency. "You have to be a new citizen. You have to be a voter or a proof of ... residency," the member said, and noted she believed the residency period in the notice read as five years though she thought earlier drafts had proposed two.

The chair acknowledged an ordinance exists and said staff will follow up with the city secretary and legal staff to identify the ordinance, its effective date and who would enforce it. The board did not adopt any new rules at the meeting and agreed to await the council’s guidance before taking further action.

The discussion underscored members’ concern about clarity and fairness if strict residency or citizenship proofs are imposed; several asked who sponsored the council motion and what the purpose and enforcement mechanism would be. The chair committed to reporting back with the ordinance citation and further explanation before the board implements changes.
