Commissioners discussed whether the problem was at the public sidewalk adjacent to the street or within annex property; the consensus was to separate the public-sidewalk work (which would be cost-shared with the city) from sidewalk work that solely affects the courthouse and annex. The chair asked that Nick prepare a detailed bid/spec sheet for three distinct items — the public sidewalk at the annex, sidewalks at the courthouse and annex, and the parking lot — and that the county attorney (Barley) review the documents before issuance. Board members agreed to aim for putting contracts in place so work can move forward in spring; no formal vote or ordinance was recorded, only direction to staff to develop specifications and seek legal review.
Commissioner 4 also noted that the public-sidewalk condition had existed for years and suggested the county plan a durable repair rather than a quick fix. The board emphasized writing a detailed spec (width, thickness and other standards) rather than issuing an informal bid request.
