The Grand Island Planning Board approved a proposal to add a small outdoor patio for a restaurant tenant adjacent to the newly completed Starbucks building. The applicant said the patio would occupy three existing parking spaces, add pavers and landscaping and install a railing; there is no drive‑through and indoor dining will remain.
Planning staff and board members debated whether the loss of three stalls would push the plaza further out of compliance with parking standards. Staff noted that the plaza already falls short of required parking as a whole, but there are auxiliary areas previously reserved for bank parking and an area behind the plaza that have been used to offset demand. The applicant said the plaza's typical turnover and predominance of short pickup visits at nearby restaurants limits long‑term parking demand.
After discussion of snow‑removal commitments and prior stipulations for bank markings, a planning board member moved to approve the patio; the motion was seconded and passed by voice vote.
The applicant will proceed with construction and must comply with any site‑plan conditions the town imposes; board members said they would monitor parking performance on the plaza and enforce any conditions attached to the approval.
