Rome board approves routine contracts, change orders and property sales

At its Nov. 13 meeting, the City of Rome Board of Investment and Contract approved multiple routine resolutions including consulting agreements, a fireworks services contract, contract change orders and two city parcel sales.

Key approvals included: a consulting agreement with Brown and Brown Consulting for $8,150; an actuarial services contract for $6,000; a $3,500 fireworks contract with American Fireworks Display LLC for the Nov. 28, 2025 Christmas tree-lighting event; a contract extension with Elevate Incorporated; and change orders including a $281,257.27 change order with O'Connell Electric Company and other change orders with Greenman Peterson Inc., Barton and Lejudice DPC ($19,409.63) and MA Pulsy Consulting Inc. ($24,576).

A board member asked whether sponsorship had been secured to offset the fireworks cost; staff replied the event was budgeted and sponsorships were still being sought. During discussion of the MA Pulsy contract, staff clarified that the contract is for a part-time IT person at the police department to replace a retiring part-time officer who currently performs IT duties.

Two city-owned parcels were approved for sale: parcel 304 A North Jay Street for $2,000 and parcels 428–430 West Court Street for $2,000. The board also removed Resolution 203 from the table and approved a rehabilitation agreement and sale of 606 Groton Street for $4,000.
