Committee recommends $25,000 ARPA award to Flats Forward for Flats revitalization projects

The committee recommended advancing Resolution 2025-0300 to award up to $25,000 from the District 3 ARPA Community Grant Fund to Flats Forward for a Flats Revitalization Project.
Jim Haviland, listed in the hearing as executive director of Flats Forward, described several initiatives the organization plans to implement, including a shared-camera program to connect surveillance in strategic Flats locations "to enable law enforcement to more quickly respond to incidents of crime and other activities"; a partnership with local maritime and aerospace groups and Cleveland Metropolitan School District students to manage dock operations; and the creation of a Cleveland Harbor Safety Committee in collaboration with the U.S. Coast Guard. Haviland said the ARPA request related to the package is $141,800 and that Flats Forward expects to start work now and complete the initiatives by 2026.
Council members asked about partners and safety enforcement; Haviland said the county sheriff's department and city partners would be involved on safety matters and that the group would seek necessary U.S. Coast Guard waivers to permit legal docking where currently restricted.
The committee approved a favorable recommendation and plans to place the item for the council's next readings. The resolution as presented is for an award not to exceed $25,000 from the District 3 ARPA Community Grant Fund.
