Loudoun County staff presented schematic designs for the LPAT signature project, rebranded as Loudoun Trails & Waterways (LTW), and the committee voted Nov. 13 to recommend the Board of Supervisors endorse the major design elements and allow staff to proceed to final design documents.
Project features described by PRCS and DTCI staff include completing missing trail segments to form an 18‑mile continuous loop linking sections of the Washington & Old Dominion Trail and the Potomac Heritage National Scenic Trail, constructing trailheads, pavilions, canoe and kayak launch points, and pedestrian bridges across Broad Run, Goose Creek and Horse Pen Run. Staff said phased construction could begin as early as FY27 for segments that do not require extended permitting.
The plan also calls for rehabilitation of the Broad Run Toll House, a structure listed on the National Register of Historic Places and the Virginia Landmarks Register. Staff said rehabilitation will follow the requirements of Section 106 of the National Historic Preservation Act and that the interior will remain closed to the public for safety and code reasons, while exterior restoration and interpretive signage will be provided.
Committee members asked about design timing, under‑Route‑7 connections and coordination with adjacent property owners; staff said design work will continue with targets for beginning some construction in FY27 and that property coordination (for example Kinkora) is already underway. The committee recorded a motion and recommended endorsement by a 3–0–2 vote (members off the dais noted in the record).
