Brian, the county presenter, said the planned improvements never materialized and both parties agreed to terminate the lease and return the property to county control.
A commissioner said the original donors contacted the county to report debris and dirt staging on the parcel that did not match their vision; Parks & Rec staff said they are willing to clear the site, plant grass and allow seasonal overflow parking for Little League events. The termination agreement referenced the 2013 deed terms requiring that the property be returned in the same condition if the agreement is ended, and staff proposed a Jan. 15 deadline for Parks & Rec to complete the work.
Commissioners asked about liability if the county restores the area for public parking; staff said the property has historically been used for overflow parking and that returning it to county control would not materially change that use. The matter was agreed to be placed on the consent agenda for formal adoption at a future meeting.
Next steps: Parks & Rec will coordinate cleanup and a return timeline with the fairgrounds manager, and staff will place the termination order on the consent agenda for board action.
