State Board adopts amended rule to broaden school nutrition staff qualifications

The Alabama State Board of Education on Nov. 13, 2025 unanimously adopted an amended administrative code rule intended to broaden qualifications for school-based child nutrition program personnel.

State Superintendent Dr. Eric Mackey told the board the change responds to a 2025 policy shift at the U.S. Department of Agriculture that "relaxed their rules and gave states more flexibility," and that Alabama moved quickly to use that flexibility. "If we're gonna have more flexibility, we're gonna be responsive to our local superintendents and school boards and give them more flexibility," Mackey said. "It allows more people to enter the pool of ... child nutrition program directors."

The board recorded a motion, a second and a unanimous vote to adopt the amendment. The transcript records the rule as read during the meeting (audio rendered the citation as "Alabama administrative code rule 290-080-030.05"), and board materials should be consulted for the official citation and effective date. No individual votes or movers were recorded on the public transcript; the clerk announced the vote as unanimous.

Board leaders framed the change as a workforce measure to address long-standing recruitment challenges in some rural districts, where previous federal and state qualifications limited the candidate pool. Superintendent Mackey said the rule-making follows multi-year effort and is intended to let local districts hire and train more local staff for child nutrition management roles.

The board did not discuss an implementation timeline on the record; the superintendent announced the next board meeting for Dec. 11, 2025.
