The Trousdale County Board of Zoning Appeals on a voice vote approved a setback variance for a property at 250 Breeze Inn Road, allowing the owner to build a barndominium with 30‑foot setbacks on all sides rather than the county's A‑1 requirements.
Codes official Rosalie Myhand told the board the parcel is partly in the 500‑year floodplain and that "it is in the 500 year flood Plain." She noted A‑1 zoning requires 75 feet from the front, 60 feet from the rear and 40 feet from each side and said the lot, roughly 250 feet long and about 88 feet wide, is much smaller than those minimums and therefore nonconforming. "There is no way that anyone would be able to build a structure, a a living structure on that piece of property," Myhand said, describing why a variance was necessary.
Applicant Wayne Howard provided a site plan and told the board the parcel had previously hosted a mobile home and already has a septic system. Amanda Harrington's staff report, included in the meeting packet, showed the proposed setback locations the applicant sought to use.
Board members questioned whether the area should be rezoned to residential (R‑1) because many lots are far smaller than A‑1 standards. Myhand said rezoning requires a separate planning‑and‑commission process and that similar variances have been granted previously for "lots of record" that predate the county zoning ordinance.
A fellow board member moved to approve the setback variance; another member seconded and the motion carried by a voice vote. After the vote members and staff discussed asking Planning and Zoning to review the Breeze Inn neighborhood for possible rezoning to avoid repeated variances in the future.
The board did not record a roll‑call tally in the minutes beyond the voice vote. The action was procedural: the board granted a variance that allows construction to proceed provided other regulatory requirements (including floodplain and permitting processes) are satisfied.
