Placerville approves $31,818 contract for Bedford Avenue and Main Street sidewalk repairs

The Placerville City Council on Nov. 12 approved a construction contract with C E Cox General Engineering, Inc. for $31,818 to repair two sidewalk locations: an ADA curb ramp at the US 50 pedestrian overcrossing onto Bedford Avenue ($21,500) and concrete replacement adjacent to 459 Main Street ($10,318). Staff requested a $40,000 appropriation from the Road Maintenance and Rehabilitation account to cover the work and contingency.
Public Works staff reported the city first received an ADA grievance about the missing curb ramp in July 2022 and later confirmed the sidewalk is within the city right-of-way. Staff completed an in-house engineering evaluation and negotiated the final price with the contractor. Staff said the project is categorically exempt from CEQA under Guidelines §15301(c) (existing streets and sidewalks) and that a Notice of Exemption was filed Nov. 4, 2025.
Staff warned that site constraints — private property impacts and an adjacent retaining wall — prevent widening the existing sidewalk, limiting the curb ramp to a 3-foot width. Staff said the resident who filed the ADA grievance reviewed the design and accepted the narrower ramp. Resident Sue Rodman spoke in favor of the repairs and said she had tripped in the area.
Councilmember (speaker 8) moved to approve the staff recommendation; the motion was seconded and approved by roll call with Councilmembers Carter, Noe, Yarbrough, Vice Mayor Gohberg and Mayor Clerici recorded as voting "Aye." The contract award and appropriation were authorized to commence work immediately.
Next steps: staff will issue a notice to proceed and begin construction, with fieldwork scheduled to start as soon as contract execution occurs and seasonal/weather constraints allow.
