Spring ISD board approves 2025'26 targeted improvement and turnaround plans to submit to TEA

The Spring Independent School District Board of Trustees unanimously approved the 2025'26 targeted improvement and turnaround plans at its Nov. 11 meeting, clearing the way for the administration to submit the documents to the Texas Education Agency.
District coordinator of school improvement Cecily Parker described the district's improvement continuum and said plans are anchored in TEA's Effective School Framework. "Each plan must receive the board approval prior to submission to TEA," Parker told trustees, and the administration said plans would be submitted on Nov. 21, 2025.
Parker and school leaders said the district uses the TIP/TAP structure to provide differentiated support: campus improvement plans as a foundation, TIPs to address short-term performance gaps and TAPs for comprehensive redesign with TEA oversight. Parker identified two campuses implementing TIPs (Clark Elementary and Burchett Elementary) and said 10 campuses are operating with turnaround plans in various stages of development and implementation.
Board members asked for quarterly monitoring reports and for submissions that include disaggregated, campus-level "normalized growth" measures. Trustee Adams requested that future presentations include baseline percentages, target month and year to ensure each goal is SMART. Trustee Newhouse presented a sample of normalized growth data for the Smart Start early learning program as an example of the approach.
Trustee Newhouse moved the administration's recommendation to approve the plans and Trustee Adams seconded. President Durant called the vote and announced the motion carried unanimously. The approval authorizes administration to forward the TIP/TAP packages to TEA on the stated schedule.
