The Hilliard Planning & Zoning Commission approved a final plat for Hill Farm 2 East Section 1 on Nov. 13. Planner Steph told commissioners the east portion of Hill Farm 2 lies east of Elliot Road and is subject to the Hill Farm 2 Hilliard Conservation District (HCD) and the Big Darby area watershed master plan.
Staff said the HCD permits up to 200 single‑family lots across the full HCD and recommended this east section be limited to 30 lots until a secondary emergency vehicle access is provided; the recommendation also includes a five‑year maintenance plan for two reserve areas that will be maintained by a homeowners association. The proposal creates a roughly 38‑acre parcel intended to begin the single‑family portion of the original zoning.
Applicant Steve Peck said he accepted the conditions. The commission moved, seconded and approved the final plat by unanimous roll call (7–0). The approval carries three staff conditions, including the maintenance plan for the reserve areas and compliance with the Big Darby watershed master plan.
