The Opa‑locka City Commission approved first reading of an ordinance authorizing the city manager to execute a five‑year interlocal agreement with Miami‑Dade County for canal maintenance at an annual cost of $252,162.
City staff said the agreement covers debris removal, covert cleaning, mechanical harvesting, removal of underwater weeds and aesthetic maintenance. City officials said the county has been cleaning canals without a current agreement and the ordinance would regularize the relationship.
Commissioners asked whether the county’s scope included seawall pressure‑cleaning and reinforcement work along Nathan B. Young Boulevard. CIP Division Manager Adrienne Negros said pressure cleaning of riprap/seawalls is a special project and not included in the standard maintenance MOU, but aesthetic cleaning and removal of debris and underwater weeds are included and staff can call for additional activity as needed. The manager said staff will bring future project proposals for rehabilitation or seawall stabilization in upcoming meetings.
First reading passed on a roll call vote of 5‑0. Staff said maintenance will continue on a quarterly basis, with as‑needed calls for aesthetic cleaning when debris accumulates.
