Planning board recommends AR3 rezoning for Old Lewisville Road parcel with condition limiting dwellings

On Nov. 12 the Effingham County Planning Board recommended rezoning approximately 11.43 acres at 1899 Old Lewisville Road from AR1 to AR3 so the owner could subdivide the parcel into three lots.
Planning staff said the request would allow lower‑minimum acreage lots in a portion of the county designated agricultural on the future land‑use map; the applicant, Michael Menard, said the smallest planned lot would be about 3.5 acres and that the subdivision would use private well and septic systems.
Several neighbors raised concerns about access and safety. Hollis Howell and other residents said the only practical access for the parcels is a 60‑foot private easement that runs along and behind existing homes, and they worried about increased use of a curved, banked drive and about whether the easement would remain privately maintained. Staff clarified that one of the parcels technically has road frontage and therefore does not count as being accessed off the easement for the county’s subdivision rules.
After discussion the applicant agreed to a condition limiting each new lot to a single primary dwelling (no additional accessory dwelling units). Walter Boykin moved to recommend approval subject to the single‑dwelling condition; the motion passed 4–1. The Board of Commissioners will consider the recommendation at its Dec. 2 meeting.
