The Effingham County Planning Board on Nov. 12 recommended approval of a rezoning from B1 to B3 for a 0.9‑acre parcel at 8240 Georgia Highway 21 North so the applicant can obtain a dealer license and operate an office there.
Applicant Carter Justice told the board he will use the building for a dealership office and that most storage would remain offsite. Planning staff described necessary next steps: an approved site plan by the Board of Commissioners, any required GDOT encroachment permits, and a county occupational tax certificate.
Board members emphasized that B3 allows a wide range of commercial uses and discussed placing limiting conditions. Walter Boykin moved to recommend approval with a condition that the property be limited to an office/dealer‑office use (no other commercial uses); Neil Kessler seconded. The motion passed by voice vote. The board also noted a 30‑foot buffer applies between commercial and agricultural/residential uses and that the Highway 21 commercial corridor overlay standards apply.
The recommendation will be forwarded to the Board of Commissioners for consideration at its Dec. 2 meeting.
