Planning board recommends rezoning at 558 Cletus Gannan Road so family can place mobile home

The Effingham County Planning Board on Nov. 12 voted to recommend rezoning roughly 2.44 acres at 558 Cletus Gannan Road from AR1 to AR2 so an applicant can place a mobile home without pursuing a variance.
Chelsea, planning staff, told the board the application is complete and that AR2 is the county’s agricultural‑residential district for parcels of about 1 acre or more. She said the request would bring the parcel “into conformance” with zoning so the owner can meet setback requirements under AR2.
Applicant Jean Jean Allen Wilder Jr. said utilities are in place and that the site was a preexisting mobile‑home location. “The septic tank and water and electricity is already there,” Jean Jean Allen Wilder Jr. told the board, adding the family wants to place a mobile home for a son and his spouse.
No members of the public spoke in opposition. Board member Walter Boykin moved to recommend approval of the rezoning for map parcel 444‑31 and 31A; Jake Patrick seconded. The motion passed on voice vote and the planning board’s recommendation will be presented to the Board of Commissioners at its public hearing on Dec. 2, 2025.
Because the planning board only issues a recommendation, final approval and any site conditions will be decided by the county commission at that meeting.
