Board approves 48-foot revetment extension after agent confirms mitigation steps

Scott said field inspection found approximately 3 square feet of jurisdictional vegetation beneath fallen bank material; he and staff confirmed the Nature Conservancy credits were available and that the homeowner had started the paperwork to purchase the minimum required credits.
County staff and BMRC representatives noted the vegetated jurisdictional area was small (Scott described it as a “tiny little amount”) and that the homeowner was prepared to purchase the minimum Nature Conservancy credit available. Scott asked that if the board approved the project, the permit issuance be conditioned on confirmation that credits had been purchased; staff offered a recommended motion reflecting that condition.
Board members asked technical questions about jurisdictional limits (mean low/mean high water) and confirmed with staff that the jurisdictional plants in some applicants’ yards were outside the board’s jurisdiction. The board moved, seconded and approved the Muse revetment extension with the same condition: staff must verify mitigation-credit purchase before a permit is issued.
