Murphy described staffing and programming models: the center uses a mix of limited part‑time city staff instructors and mostly independent‑contract teaching artists. She said recruiting contract instructors has been difficult because many lack business or marketing experience and some were uncomfortable with the city’s independent‑contractor compensation split, which Murphy described as 60 percent of registrations to the instructor and 40 percent to the city. She also noted that the city’s part‑time staff teaching positions are capped at 999 hours per fiscal year and top out at $23.39 per hour, which constrains hiring options.
