Public raises staffing and quality concerns at Sullivan County Adult Care Center; questions InfiniteCare consulting contract and proposed budget cuts
Summary
Public commenters criticized InfiniteCare's consulting contract and argued proposed 2026 budget cuts (eliminating supervisory and training positions) would harm the county-run Adult Care Center's ability to serve 122 residents; committee heard specific allegations about falling quality and unpaid obligations to the county.

During the public-comment period several residents urged the Health & Human Services Committee to protect the county-run Adult Care Center (ACC) and to address problems they say arose under the InfiniteCare consulting agreement.
A speaker summarized the ACC contracting history and said an RFP process led to InfiniteCare as a consultant — not a management contractor — and argued the distinction matters for accountability. The commenter said that under InfiniteCare's consulting oversight the facility's rating dropped from four- or five-star levels to a low rating (including a 'red stop sign' status) and asserted that InfiniteCare "owes us money" and consistently failed to meet performance goals.
Another commenter, addressing the tentative 2026 budget, warned that abolishing ACC positions (dietary services supervisor, casework supervisor and four nursing assistant training positions) would undermine continuity of care for about 122 residents with individualized dietary and social-work needs. The speaker said those supervisory roles and in-house training are essential and cautioned that cutting them to save money could have long-term costs to resident wellbeing.
County staff and the committee did not provide a detailed rebuttal in the public-comment portion; the commissioner earlier referenced that the ACC contract issues and related administration steps (including hiring an administrator and elevator rehab contracts) were being managed, and said the contract for elevators and capital work was authorized. The committee did not vote on any ACC-specific contract changes at this meeting.
The public comments placed the ACC and InfiniteCare contract under scrutiny and requested clearer public discussion of policy decisions and contractor performance in a committee setting.
