Huber Heights board orders abatement for Lost View Drive property, grants 30‑day extension in gutter case and dismisses several others

The Huber Heights Property Maintenance Review Board declared the property at 4881 Lost View Drive a nuisance and ordered the city to abate the property after staff presented photos and a code‑violation report detailing outdoor storage, tires and unlicensed or inoperable vehicles.
Staff told the board the property ‘‘has become compliant’’ in several other cases and asked for dismissals; the board voted unanimously to dismiss cases involving 5686 Botkins Road, 6424 Prairie Creek Court, 4500 Waynedale Circle and 5229 Inbrook Drive. In the Lost View Drive matter, staff recommended declaring a nuisance and authorizing city abatement; the board approved that action.
In the most extended exchange, homeowner Janine Jones addressed the board about 6524 Larcom Drive after staff cited disconnected and missing spouting and noted that if spouting is installed it must be maintained. Jones described financial setbacks — including replacing a failed air‑conditioning unit and tax obligations — and asked for more time to complete repairs. "I just need more time," Jones said, and described taking a second job to afford repairs. "I've lived in Huber since I was in the fifth grade," she added.
Board members and staff discussed options that would bring the house into compliance, including removing the partial spouting and downspouts or replacing them; staff said removal of the partial spouting and cleanup of scrap would bring the property into compliance. The board granted Jones a 30‑day extension, setting the new compliance date to December 13.
Staff cited multiple provisions of the Huber Heights property maintenance code when describing violations: exterior maintenance rules and specific prohibitions on outdoor storage and inoperative or unlicensed vehicles. Staff also said that if the board ordered abatement, Montgomery County Solid Waste and Public Health would be invited to observe any environmental concerns during abatement.
The board approved the minutes of its Oct. 9, 2025 meeting without objection, reviewed next year’s meeting schedule and adjourned. The board did not vote to pursue fines or other remedies at this meeting beyond the abatement order for Lost View Drive; staff said any abatement costs would be invoiced to the property owner and could become a lien on the tax record.
What happens next: for the abatement ordered at 4881 Lost View Drive, staff said the city contractor will bring the property into compliance and invoice the owner for costs. Janine Jones must complete the agreed actions by the board’s extended deadline of Dec. 13 or the city may proceed with abatement procedures.
