MPO consultant outlines congestion management and Complete Streets updates; flags IIJA planning requirement

Benesch and Associates presented two planning updates to the Hernando–Citrus MPO on Nov. 6: a status update on the congestion management process (CMP) update and an update on Complete Streets planning.
Rob Kersey (Benesch) said the CMP update, kicked off in September, will follow the FHWA eight‑step framework, rely on LRTP and TIP projects and use traffic modeling and data sources (including RITIS and Replica) to identify bottlenecks and recommend operational and low‑cost improvements. Kersey said the team will meet stakeholders at a workshop and anticipates presenting initial findings to the MPO in February 2026.
Chris Keller (Benesch) summarized Complete Streets work and noted that, under current federal guidance stemming from the Infrastructure Investment and Jobs Act (IIJA), MPOs are expected to fund and develop Complete Streets policies and dedicate a minimum of 2.5% of PL funds toward Complete Streets planning activities. Keller said the state has started to use "context‑based" design language but that the underlying planning requirements and minimum PL allocation remain in current federal guidance. He described opportunities for the MPO to use PL funds to support local corridor or subarea planning and to document which elements of programmed projects include Complete Streets features.
MPO members asked for clarity on the PL allocation and how the CMP and Complete Streets updates will interact; Benesch said the efforts will be coordinated during stakeholder engagement.
