Conservation panel OKs negative determination for accessible trail work at Boggy Meadow Road

The Northampton Conservation Commission voted Nov. 13 to issue a negative determination for construction of an all-persons accessible connector trail along Boggy Meadow Road from the Cook Avenue entrance toward the pond.
Sarah (planning/conservation staff) told commissioners that the trail follows the footprint of an already-disturbed, deteriorated roadway and that design work with Berkshire Design aims to minimize disturbance to bordering vegetated wetlands. She said the initial accessible section will be surfaced with stone dust, include a turnaround near the pond, and stop short of more complex work beyond the existing roadway footprint.
Commissioners pressed staff on tree-root protection in sensitive sections and suggested using air spading rather than conventional root cutting. Sarah said the project team will work with Berkshire Design to locate the pathway and identify erosion-prone spots to pave rather than gravel. The commission also discussed staging and parking for construction equipment; staff said initial staging will occur adjacent to the Cook Avenue parking lot and that the project team will identify specific overnight parking locations outside the buffer zone.
Commissioner feedback included asking that the maintenance of stone swales be specified in the agreement; Sarah said the city and partners (site steward group) will develop a maintenance plan. The commission motioned and approved a negative determination indicating the work is within the protected area but will not remove, dredge or fill wetland resources.
Next steps: staff will incorporate conditions related to designated equipment parking/staging locations and a swale maintenance plan into permit documentation and coordinate final construction details with Berkshire Design and site partners.
