Conservation commission approves negative determination for prefab donation shed in Leeds floodplain

The Northampton Conservation Commission voted Nov. 13 to issue a negative determination of applicability for a prefabricated clothing donation shed proposed at 17 Spring Street in the Leeds area.

Jennifer Chase, representing Saint Pauli Textile, told the commission the unit is a prefab shed that “would just be put on blocks” and that there would be “no demolition or any kind of construction on-site.” Chase said the company plans to anchor the unit to pavement and install flood vents so floodwater can enter the structure.

Commissioners raised floodplain concerns, asking whether the shed would require compensatory storage for displaced flood volume and how it would be anchored during high water. Jeff Cooper, who identified himself as with Saint Pauli Textile, pointed to a site plan and a “flood plain encroachment calculation” and said the design includes flood venting on three sides and a full flooring/rail system. “These are utility sheds … it’s very unlikely that it’s going to be floating away,” Cooper said, noting experience with similar installations in Florida.

The motion — to issue a negative determination indicating the area is subject to protection but the proposed unit will not alter or remove fill, dredge or otherwise materially change the floodplain — passed on a roll-call vote with all members present voting in favor.

The commission’s approval notes that impacts are expected to be minimal, limited chiefly to the thickness of the shed walls, and that the installation will require anchoring and flood-venting details be followed.

Next steps: the applicant may proceed with placement consistent with the conditions discussed; the commission did not require a full Notice of Intent based on the negative determination.
