The Whiteland Redevelopment Commission voted to adopt its 2026 spending plan and then opened and closed a public hearing on Resolution 2025-07, authorizing additional appropriations of TIF funds for the next budget year.
Staff summarized revisions to the spending plan introduced at the prior meeting, including higher public-safety expenditures that prompted a $75,000 upward adjustment within the plan and updated lease-payment numbers tied to the recently closed roundabout financing. The commission heard projected finance figures: staff said projected next-year TIF revenues are approximately $3,500,000 (about a 55% increase over the prior year), debt-service payments are in the roughly $972,000 range and roughly $16.5 million is earmarked for potential capital expenditures.
During the presentation staff reiterated statutory transparency and reporting requirements for redevelopment commissions and noted Whiteland’s five TIF districts. The commission discussed captured assessed-value growth since the TIF district’s creation in 2013 and the longer-term effect of new assessed value flowing back to underlying taxing units after district expiration.
After the presentation, the commission voted to approve the 2026 spending plan so it could be submitted by the statutory deadline and also adopted Resolution 2025-07 by roll call (both votes passed 4–0). Staff said additional details and line-item clarifications will be brought back to the commission in the coming month.
