Staff said the private road would remain private under a mandatory road‑maintenance agreement and that the applicant argues paving the internal segment would be cost‑prohibitive. "They're requesting a waiver from paving that section of their road," planning staff said.
Supervisors expressed concern that the developer’s grading and lot‑pad construction have been channeling water into narrower corridors and are accelerating erosion and culvert damage on Pomerine Road. The chair described visiting the site during a monsoon and observing culverts being undermined; he asked flood‑control staff to prepare potential stormwater mitigation options. "Pomerine Road is at risk," the chair said, urging county engineering and flood control to appear at the board's regular meeting.
Planning staff said the developer's waiver request includes an off‑site apron as an attempt to mitigate impacts; staff also noted the county can require drainage analysis and off‑site improvements as part of plat approval. No final action was taken at the preview; the item will return to the regular agenda with flood control and engineering present for technical discussion.
