On Nov. 13 the Duluth Public School District policy committee reviewed the 4000 series of personnel and human-resources policies and recommended deleting or renumbering multiple items judged outdated, redundant with collective bargaining agreements or better placed in an updated employee handbook.
What staff recommended: Patty, who led the 4000-series review, recommended deleting several policies because of antiquated terminology (for example references to "human and community resources") or because the content is already covered in bargaining agreements, the employee handbook or other board policies. Patty said she would mark draft deletions in the agenda so the public can see which policies the committee proposes to remove.
Board concerns and holds: Several members asked HR and legal staff to confirm where certain procedures are referenced (personnel records, evaluations, civil-service connections and leaves) before deleting related policies. The committee agreed to hold some items pending further HR review (evaluation-related policies, civil-service items, and leaves) while removing others deemed clearly redundant.
Specific administrative changes: The committee agreed to delete policy 4135 (classified personnel procedures) and other outdated items flagged by Patty and to renumber the employee recognition/memorials policy into the 04/29 series for a single review. Patty said she will return with cross-references and updated numbering.
Next step: The committee directed staff to prepare a consent‑agenda package for the Nov. 18 board meeting showing which policies will be deleted, which will be retained for more research, and which will be renumbered.
