In the hearing portion of the meeting the council unanimously approved a special permit for Vin Cheep doing business as Kitty’s Nail Salon to operate at 5 Andover Street, with hours set to Monday–Sunday, 9:30 a.m. to 7 p.m. Attorney Lauren Scottino and the applicants described a standard nail salon with retail sales of nail-related products; Councilor Peach told the council he had heard no objections from abutters.
