Council approves variance to expand longtime Panchito’s restaurant downtown

Development Services Director Jose Guzman told council staff recommended denial because the request met only one of the four statutory criteria for a variance: staff concluded the circumstances leading to the request were related to proposed design rather than unique physical characteristics of the property. Nonetheless, the applicant’s representative, Vianney Vega, described a multi‑year effort to assemble adjacent lots, eliminate front‑facing parking that currently backs into the public right‑of‑way, reconfigure parking to provide 23 paved spaces on a newly acquired south lot, add landscaping and a trash enclosure and upgrade the building façade.
Public safety staff (police & fire) said the redesign would improve safety and emergency access by removing vehicles that back directly onto the street. Several council members spoke in favor of approving the variance to legalize and improve longstanding downtown conditions and to support continued private investment in the area. Council moved to approve variance case 2025‑0343 and the motion carried.
Next steps: applicant and staff will finalize site improvements and permit details so construction and paving can proceed under city approvals.
