The City of Fillmore council voted to accept as-built off-site improvements and exonerate related performance bonds for the Mountain View Apartments project.
Public works staff presented the item on behalf of project manager Roxanne Hughes, stating the developer, Mountain View 77 LP, completed required off-site street and signal improvements along Santa Clara Street, Mountain View Street and State Route 126 under a 2021 off-site improvement agreement. Staff recommended adoption of Resolution 25-4806 to accept the improvements, exonerate performance bonds, accept warranty bonds and authorize return of bond number 1001149663 and a $50,000 cash deposit.
Public works said the improvements were inspected and accepted by the city engineer and that the project delivered 77 deed-restricted affordable workforce housing units across three three-story buildings, plus on-site amenities including playgrounds, a community center and outdoor spaces. Council asked staff about post-construction issues and the city engineer and public works representatives said they had not encountered significant quality problems in ongoing operations and would monitor warranty-related items if they arise.
Council adopted the resolution by voice vote. The record shows staff stated costs were borne by the developer and that the action has no fiscal impact on the city's operating budget.
