Board approves consent agenda, accepts $20,000 veterans donation and recognizes long-serving employee

The Rock County Board of Supervisors approved the consent agenda by voice vote, covering routine items including minutes, appointments, contract amendments and awards, and plan adoption for parks and recreation.
Among the consent items, the board accepted a $20,000 donation from the Badger Court Hawks Chorus to the Rock County Veterans Donation Trust. Supervisor Bob Zine acknowledged the donation and explained the trust provides emergency financial assistance to veterans for needs such as vehicle repairs and other urgent bills.
The board also recognized Cassie Schinley for 17 years of service in the county’s child support program; Supervisor Tillman read a resolution that noted Schinley resigned Oct. 15 and will continue similar work in Dane County. Melissa Whitwer, director of child support, thanked Schinley for her service and Schinley addressed the board to express appreciation.
The consent agenda included several other administrative items (appointments to the housing authority and Prairie Lakes Library System, extension of the nitrate workgroup deadline, acceptance of public health infrastructure grant funds and budget amendment for 2026, jail supply bid award, contract amendment for Magnolia Therapy and Mentoring, adoption of the 2026 parks and outdoor recreation plan, and authorization of a medical director services contract for Rock Haven Nursing Home). Those items were listed by the clerk during the consent-agenda preview but were not discussed individually at length.
