The City of San Luis adopted an updated business license fee schedule that revises longstanding fees, adds administrative charges, and creates a new business license type for cottage food operations as allowed under state law.
Edgar Esparza, billing and collections manager, explained the city’s fee schedule had not been updated since 2005 and proposed tiered retail fees based on gross receipts, a mobile vendor license set at $350, and a cottage food operations license tied to the state HB 2042 program. Staff also recommended modest administrative fees — a $25 application fee, $25 billing inspection fee, $40 fire inspection fee and small reprint and name‑change fees — and proposed to revise fee schedules every five years going forward.
Esparza projected current business license revenue at roughly $113,000 annually and estimated revised fees could increase receipts to about $171,000. Council members asked for clarification about which business types fall under retail vs. professional categories and how enforcement would proceed for legacy license categories; staff said the ordinance defining categories remains in place and only the fee schedule is being updated.
A public hearing was opened and closed with no public objections reported; council adopted the resolution updating fees and creating the cottage food license. The new fee schedule will allow residents registered with the state cottage food program to apply locally for the new license type and operate under specified pickup or delivery rules.
