The Liberty Elementary District governing board voted unanimously on Nov. 13 to approve supplemental compensation for Miss Harrison, making the payment effective immediately.
The board debated item 2.2 after pulling it from the consent agenda for additional questions. Board member Todd asked whether the stipend was a one‑time payment or intended to cover duties through the year, whether the employee had been told to expect the money, and how the proposed rate was calculated. "Was the employee told that they would get this money ahead of time, or is this an after effect?" Todd asked.
District administrator Dr. Avila told the board the rate recommended in the packet came from human resources after a September review of comparable extra‑duty rates. "The employee's hourly rate is $57.89," Dr. Avila said, and HR recommended a rate of $50 an hour for the additional duties that the position has been performing. She explained the stipend covers report writing and evaluations performed by a school psychologist — "the report writing and the evaluation, doing the actual testing of all the kids and the diagnosing" — and is distinct from IEP writing.
Board members pressed for assurance that HR used a consistent methodology across stipend calculations. One board member said he was “not opposed to paying employees who are doing extra work,” but emphasized the need for consistent application across positions and asked staff to explain how HR derived the specific figure.
Board member Zimmerman made the motion to approve the supplemental compensation as presented, and the board added language making the action effective immediately. The motion carried 5-0.
At the end of the meeting board members requested a future agenda item to create or clarify district policy on stipend pay so calculations and expectations are transparent and applied consistently across positions. The board also noted concern for parity with other extra‑duty rates and asked staff to include background and historical context for any future requests.
