Needham planning staff report: hospital occupancy, 189-unit Avery Square proposal, reuse study and several public hearings ahead

Amy from Planning & Community Development briefed the Council for Economic Advisors on Nov. 14 about several active development projects and upcoming public hearings in Needham.
Amy reported that Boston Children’s Hospital has received an occupancy permit, installed signage and is scheduled to open in January 2026. She said there is interest from the committee in arranging a tour or a meeting with the hospital’s government-relations staff and noted that any tour would need to be posted as a public meeting under town rules.
On large developments, Amy said there was a public hearing on Sept. 16 for the Hundred West at Avery Square proposal, which would include 189 residential units; planning staff are drafting a decision and the planning board will vote soon. Amy also said the 629 Highland Avenue plan for a roughly 50,000-square-foot medical office replacing five buildings currently has no new updates from the applicant.
The Stephen Palmer Building is the subject of a reuse study led by Baird Associates and Gable Associates to assess renovation feasibility and potential sale or lease options; the reuse committee met in October and will reconvene soon.
Amy highlighted other items: an expanded comprehensive parking study by Stantec reviewing land use and parking across zoning districts, the tabling of accessory-dwelling-unit work to next spring’s special town meeting agenda, and a new restaurant proposal (Taberna) for 1037 Great Plain Ave that recently held a public hearing.
She also said Charles River Center will appear before the Zoning Board next week with a proposal for 86 rental units serving households at 30–80% of area median income. Amy and members noted two close-in-time public events the committee may wish to follow: a Large House Review Committee public forum on Tuesday, Nov. 18 (Power School, 7 p.m.) presenting consultant work and fiscal-impact analysis, and a Tree Preservation bylaw hearing on Wednesday, Nov. 19 focused on rules to protect yard trees amid teardowns. Committee members discussed possible fiscal implications of house-size limits on new-growth estimates.
