The council continued consideration of a funding adjustment for Phase 1 topographic and engineering work on failed sections of the Grand Avenue trail to its December meeting.
Staff described the Phase 1 work as an initial topographic survey and engineering scope priced at about $13,000 (with larger construction estimates that could rise to $40,000–$50,000). Councilmember Johnson asked that the decision be delayed until sales tax actuals and additional funding options were available. Councilmember Westman moved to continue the item to December and asked that staff include availability of funding options and a city attorney memo on liability risks for the proposed work; the motion passed.
Staff noted a potential Coastal Conservancy grant recommendation ($275,000) for related park projects but said the conservancy board would not meet until February and formal award timing remains subject to their schedule. The item was continued to allow staff to assemble sales tax actuals and funding options and to provide more detailed liability information for council review.
