Capitola OKs extra $25,000 for Rispin reflecting pool, commission to issue call for artists

The Capitola City Council voted on Nov. 13 to increase the Rispin reflecting pool project budget by $25,000, bringing the public art allocation to $50,000 and authorizing the Art & Cultural Commission to issue a call for artists.
Art and Cultural Commission staff said the additional $25,000 will allow the commission to solicit artist proposals for a mosaic reflecting pool in the historic fountain location; the commission also applied for an NEA grant that, if awarded, would raise the total project budget to $125,000 and could allow a central sculptural element in addition to the mosaic.
"We want to get it done, whether it’s high level or low level," the commission representative said, noting strong community interest. Staff said the public art fund currently holds roughly $125,200 with about $60,000 already committed to other projects; approving the additional $25,000 would leave about $40,000 for future projects.
Councilmembers emphasized they want a high‑quality, site‑appropriate piece and discussed encouraging artist proposals that include community participation (youth and seniors) if the budget allows. The Art & Cultural Commission will review proposals and present finalists to council for final approval.
The council’s action establishes a $50,000 baseline budget for artist proposals so work can move forward if the NEA award is delayed or does not materialize.
