Planning staff told the board the property owners, listed as Bradley Clow and the late Neller Whitaker, asked for two variances: a reduced minimum livable floor area (requesting 146 square feet below the 900‑square‑foot minimum) and a 19‑foot reduction from the 25‑foot front‑yard setback in an R‑1 district. Staff reported the house was built in 1942 and suffered significant fire and water damage; the petitioner said the home will be restored to two bedrooms and one bath and that he has contracted Rogers Construction to perform the work. "I'm just ready to get back home," the petitioner told the board during public comment.
Staff recommended approval conditioned on issuance of a remodel permit. The board approved the variances by voice vote; no opposition speakers were recorded.
The approval allows the petitioner to proceed with repairs under a remodel permit and to restore the house to the stated floor plan. Any required health, sewer or utility connections noted by staff must be secured prior to occupancy.
