VIGO COUNTY — The Vigo County Board of Zoning Appeals voted to approve two variances requested by Vigo County Parks & Recreation to allow reductions in front‑yard setbacks at 10 East National Avenue, near West Terre Haute.
Planning staff summarized the request and recommended approval, telling the board the property sits in an AE flood zone and that the Indiana Department of Natural Resources Division of Water issued Certificate FW33056-0 on Feb. 19, 2025. Staff advised that the walkout structure will be placed on existing pillars left from an electrical transmission tower and recommended approval conditioned on issuance of an improvement location permit and adherence to the IDNR certificate and floodplain elevation requirements. "Allowing the reduction from the front yard setbacks for the existing structures and the new walkout structure should not cause any issue to the public health, safety, morals, convenience, or general welfare of the community," planning staff said.
No neighbors spoke in opposition during the meeting. The board moved to approve the variances; the motion passed by voice vote.
The approved variances will allow the parks department to proceed with a platform-style walkout that staff said will expand public viewing and access to the marshland and wildlife in the area. Staff noted the site plan includes a 50-by-50-foot leased equipment area, required elevation of generator and canopy per flood‑damage prevention rules, and a landscape plan surrounding the fenced compound.
Next steps include issuance of the improvement location permit and final flood‑elevation certification upon construction. The board did not record any conditions beyond the standard permitting and compliance requirements reported by staff.
