At a public hearing on a preliminary plat for Prosper at Plainsman Lake, adjacent residents raised concerns about runoff, grading and construction debris; commissioners approved the preliminary plat after adding a routing condition intended to reduce neighborhood impacts.
Resident Jason Breaux said recent site work had sent dirt onto his property and asked whether the developer planned a retaining wall or other protections. “Is there going to be a retaining wall or something? Because there's already some of the dirt washing down into my line to our property,” Breaux said.
Rebecca Banus, another nearby resident, said she had reported construction debris from Adams Construction that had not yet been cleaned up despite assurances. City staff told residents that erosion-and-sediment controls are overseen by Water Resource Management during construction, that final stabilization is required as part of the final-plat process, and that staff would follow up with the residents.
Commissioners added an explicit condition directing construction traffic to use William Beutner Parkway (referred to in discussion as Will/William Beutner Parkway) to reduce construction traffic through the older neighborhood. With that routing condition in place, the commission moved and approved PP2025031.
What’s next Staff said they will inspect erosion controls and follow up with the residents; final plat approval and release of lots remain subject to engineering clearance and any required fixes to stabilize sites.
