The Dickinson Management District agreed to develop and adopt a formal procedure for receiving and evaluating funding applications, with staff drafting both a procedural checklist and an amended application form. The board emphasized staff screening for basic eligibility while reserving merit review for the full five-member board.
Legal counsel said the district’s current bylaws do not specify an application-handling process, and staff described variability in application volume. Counsel suggested a practical approach: a short checklist added to current application materials to ensure legal parameters, required budget detail, and supporting documentation are present before the full board considers merits.
A public commenter, James Charles Sueterman, who said he represents the Festival of Lights, asked that the form include a clear submission point and an email-confirmation mechanism so applicants receive proof their materials were received. “Will a revision be made to the application … to file the application with the following and an email address?” Sueterman asked; staff replied they will create a dedicated email address monitored by several recipients in the city manager’s office and confirm receipt to applicants.
Board members discussed requiring supporting documentation such as bids, quotes or detailed budgets as part of the application packet. One member said the board should not vote on an application unless it receives adequate supporting documentation; another suggested staff perform an initial mechanical eligibility screen and distribute applications to board members for merit review. The board directed staff to draft the procedure and amend the application; the board will take final action on the draft at a future meeting.
The board also asked staff to include a notification process to inform applicants if their request falls outside the district’s legal authority.
