Planning Commission adopts updated rules and procedures unanimously

The Austin Planning Commission voted unanimously to adopt updated rules and procedures prepared by the Rules and Procedures Working Group.

Commissioners reviewed a redline and clean version of proposed changes to internal rules and discussed several operational questions during the item. Staff reported there is no current code limit on the number of postponements a case can receive, although some case types remain subject to statutory deadlines (for example, certain appeals must be heard within 60 days). Commissioners also discussed consent‑agenda mechanics; staff and commissioners confirmed the working group's proposed threshold (items pulled from consent if five or more people sign up in advance and those signatories are present) and clarified that staff would continue to make backup materials and redline texts available in meeting packets.

Commissioner Bedrosian and others suggested adding neighborhood contact team chair or neighborhood association contact information to staff reports to improve commissioners' access to community perspectives; staff said they would consider whether that information could be added to reports or distributed via liaison emails. The commission also discussed future agenda items that emerged in committee updates, including examination of how Neighborhood Conservation Combining Districts (NCCDs) interact with the HOME housing initiative and potential clarification of how habitable attic space counts toward FAR.

Motion by Vice Chair Haney, seconded by Commissioner Breton to adopt the Working Group's updated rules and procedures passed unanimously. Chair Woods closed the item and the commission moved to committee updates.
