Hardin County commissioners approve budget, equipment financing, fuel contract, and phone-system upgrade

Hardin County Commissioners Court on Nov. 12 approved a slate of fiscal and procurement measures including the treasurer’s quarterly report, payment of county bills, equipment financing, vehicle purchases and a multi-year cloud phone contract.
Treasurer Deborah McWilliams presented the third-quarter cash report ending Sept. 30, 2025, and requested the court release liabilities. “I’m asking the court to release me the liability of $2,510,289.50,” McWilliams said, then summarized the county’s cash balances and a bookkeeping transfer made at fiscal year-end. The court approved the quarterly report.
County Auditor Candice McKinney presented preapproved expenditures and transfers, reporting total expenditures and transfers of $2,138,432.96 and gross payroll figures; the court voted to pay the presented bills.
The court adopted Resolution 33-25 to finance a 2025 Caterpillar motor grader through Cadence Equipment Finance. The purchasing agent reported the motor fuel bid opening produced a single bidder; "The only bid we received was from Tricon Inc.," Purchasing Agent Mistika Sam told the court, showing a markup of 0.079 on gasoline and diesel and other charges of 0.019. The court awarded the fuel contract to Tricon.
Sheriff Davis secured approval to create special revenue line items for Article 18 seizure proceeds (an increase of $31,629) and to fund specified investigative, equipment and software expenditures. The court also approved purchases of Chevrolet Tahoe PPVs through cooperative programs and a $52,002.60 payment to Phoenix for vehicle-equipment updates.
On technology, Director of Technology Aaron Tupper recommended moving the county’s phone system to a cloud-based vendor, Vested Networks LLC, at a monthly cost of $4,920.25 for 60 months; a vendor representative said the company guarantees response times and has reduced costs as more counties join. The court approved the upgrade and staff expects a January go-live timeframe for the new system.
All motions on these routine fiscal and procurement matters were approved by voice vote.
