Commissioners urge clearer community goals, question value of public hearings; LAFCO to schedule workshop

"Why even do it if we already know where we're going, you know, and there is no open discussion on like the committee or the board that okay, we have this input from the public," Elphick said, pressing that commissioners need time to "sit down, discuss it" and to test whether public input provides verifiable facts or only personal positions.
Chair Boomgarden and the executive officer responded that LAFCOs do not have land-use control — that authority rests with the county and the cities — and that staff reports list the factors LAFCO must consider. The executive officer said there is precedent for delaying items to allow for more staff follow-up and one-on-one meetings when commissioners request additional information.
Elphick also raised budget and public-safety strain examples, citing a hoax at River Valley High School that he said pulled county and city resources and noting that another county recently reallocated resource officers. "Resources that we don't have over a hoax," he said, arguing this ties back to budgets and community priorities.
Commissioners agreed the topic merits dedicated time. The executive officer and chair supported placing a future agenda item or a short workshop (described on the record as a "mini LAFCO 101") to clarify LAFCO's role, state expectations and what the commission should aim to achieve for the communities it serves.
What's next: staff will place a discussion item on a future agenda to review LAFCO goals and the use of public hearings; no formal policy was adopted at the Nov. 13 meeting.
