Montecito neighbors ask San Rafael to study small park site by San Rafael High School

Speakers from the Montecito Area Residents Association asked the Park and Recreation Commission on Oct. 16 to help pursue a small neighborhood park on land adjacent to San Rafael High School.
"The neighborhood association has identified some land that could be used for a small park in the Montecito area," said Sharna Diemer, president of the Montecito Area Residents Association, describing the site at Embarcadero Way and Mission Avenue and noting the parcel is owned by the San Rafael City School District. Diemer said the site is sloped and triangular and that neighbors — especially families with children — support pursuing a park there.
Diemer said the neighborhood has discussed the site with Bob Marcucci, deputy superintendent of the San Rafael City School District, and that the district indicated it would want to see a formal proposal and design before committing to any use. "He said that the district's open to the idea of using this area as a park, but would need to see a proposal design before making a commitment," she said.
Mary Mauer, a neighborhood volunteer, told commissioners preliminary drawings and traffic considerations (including whether Embarcadero Way is two-way, one-way or closed) had been shared with Public Works and library/recreation staff and asked for help with a feasibility study and funding.
City staff told the commission they have had meetings with the school district and city departments and that there is openness to exploring feasibility. Chair Sandoval expressed support for the neighborhood pursuing a design and funding request.
No formal action or vote was taken; staff said next steps include feasibility study work and coordination with the school district and Public Works.
