The Provo City Planning Commission recommended City Council approval of three separate annexation petitions brought by private property owners and developers, forwarding each with conditions intended to protect infrastructure interests and preserve city review rights.
Item 2 asked to annex 1.99 acres at 5480 and 5490 North Canyon Road into Provo as A‑1.1 (agricultural). Jessica (staff) said annexation would provide access to Provo police and fire services, could lower taxes for the owners, and expands future development options; Public Works asked that an annexation agreement be recorded on title to make known development sensitivities. Owner Sandra White told the commission both homes do not intend to redevelop and that the properties have been family land since the 1970s. The commission voted unanimously to forward a positive recommendation with the annexation‑agreement condition.
Item 3 was a request by Manny Madrid to annex approximately 144 acres around 5078 North Canyon Road; staff recommended coming in as OSPR (open space) with an annexation agreement and noted the submission included a nonbinding concept plan for informational purposes. Zach Hartman, representing the lender and buyer, said he intends to follow the Northeast neighborhood plan and that the buyer is willing to work with neighbors. Commissioners noted prior failed annexation attempts but said the joint neighborhood‑city planning process and the applicant’s willingness to adhere to the neighborhood plan made this submittal acceptable; the commission recommended approval with conditions.
Item 4 involved Gardner & Associates seeking annexation of about 38.79 acres along Lakeview Parkway; staff flagged a high water table and wetlands mapping and said annexing the parcels as OSPR would give the city an ability to participate in future decisions and possibly pursue formal conservation relationships. Applicant George Fields said any future development would need planning and engineering review. Commissioners read public comments and voted unanimously to recommend approval.
For all three annexations staff noted the next steps are City Council ordinance approval and state certification; any future development after annexation would require rezones, concept plans, public hearings, and engineering studies.
