Haywood County Schools staff told the board that three district schools were newly designated for Additional Targeted Support and Improvement (ATSI) and that this school year will serve as a planning year to address gaps in student performance.
District presenter (Speaker 3) said the three schools will modify their approved school improvement plans to include required components on resource allocation and multi-tiered systems of support. "These schools have modified their current approved plans to include the required components related to resource allocation and the multi tier system of support," the presenter said.
Speaker 3 also said several schools show a 10% or greater proportion of teachers classified as "out of field" — educators teaching under emergency licenses or permits — and that the district is seeing a higher share of beginning teachers in recent years. To address those gaps, the district said it will continue targeted professional development, mentoring, team teaching and district- and school-level supports.
The presenter emphasized recruitment efforts and a focus on school culture to improve teacher retention. "Recruitment efforts, early initiatives, and a focus on full positive school culture remains priority to ensure teacher retention and student success," Speaker 3 said.
No formal board vote on the ATSI planning steps was recorded in the transcript. The board discussed staff recommendations and moved other agenda items afterward.
Next steps: the district will enter modified school improvement plans and proceed through the two-year improvement cycle for ATSI schools; the transcript does not specify timelines for implementation or required state approvals.
