Caroline County adopted an emergency ordinance that extends the deadline for applying penalties and interest on tax bills from December 5 to December 15, giving most taxpayers at least 30 days after bills were mailed to pay without penalty.
County staff explained that tax bills had been mailed that day and that the Treasurer supported giving taxpayers 30 days to pay before penalties and interest apply. The board treated the item as an administrative emergency ordinance — staff presented the text prepared by county legal staff and asked the board to adopt it that evening. Supervisor Black moved to adopt the ordinance extending the penalty date by 30 days; the motion received a second and passed by voice vote.
County staff noted this action does not change the statutory due-date code for future years; it is intended as a one-time administrative emergency to accommodate mailing and taxpayer convenience. The board approved the ordinance and instructed staff to implement the date change for the current tax cycle.
