The Houston Planning Commission on Nov. 13, 2025, approved a broad package of subdivision plats, variances and administrative items while denying a high‑profile request to delay action on a contested replat.
Commissioners met at the City Hall Annex and voted to approve the consent agenda and dozens of individual plats and variances after staff presentations and occasional public comment. Director Von Tran opened the meeting with department announcements, including a permitting workshop on Nov. 19 and the promotion of Savita Bandy to division manager. "I really encourage all to come by and attend the workshop," Tran said during his report.
Most items moved on staff recommendation. Examples recorded on the floor include the approval of Chaucer East (Item 67), City Estates of Woodland Park (Item 68), Ferndale Landing (Item 73), Newan Manor (Item 78), and a series of administrative extensions and name‑change items grouped as Sections G–J. Representatives sometimes answered technical questions about deed restrictions, drainage and required dedication language before votes.
Not all requests were successful. Commissioners denied a request by an applicant for a 30‑day extension and voted to disapprove the Common Park Place replats after neighbors and staff identified deed‑restriction issues and residents reported recurring flooding. In that matter Commissioner Garza moved to deny the extension and deny the plat; the motion carried.
Other items of local contention included a proposed warehouse distribution center on Anderson Road (Item 84) and Foxgrove Village (Item 85), both of which generated public comments about truck traffic, utility easements and potential impacts on adjacent neighborhoods. Staff recommended approval of both with conditions; commissioners approved the recommendations after discussion. "We have to make sure everything stays within their property boundaries," a staff presenter said when answering resident concerns about potential cut‑throughs.
The meeting closed after a final parking variance and routine business; Chair Clark adjourned the meeting at 4:45 p.m.
