Jun Son, a city planner, presented a major development plan for a single-family subdivision at 1920 Schiller Avenue covering about 40 acres with future land use designated as residential low and RFT zoning. "This development includes 115 single-family lots," Jun Son said on the record.
Catherine Lambert of Polis & Bennett, representing the applicant, asked whether a lighting plan showing streetlight locations could be deferred to final engineering and flagged a set of grading-related engineering comments (pipe sizes and elevation details) she said are typically handled in construction plans. A city engineering reviewer said off-site stormwater from an adjacent subdivision needed to be shown on the plans and requested easements and typical sections that indicate where electric and communication lines will be located so utilities are not placed within the public right-of-way.
The applicant acknowledged a pre-application regarding excavation of a pond that will affect a small area of surface water and said the client had contacted fire about emergency-access details. Fire Department representative Jeremy Holderfield said the emergency access must be concrete: "It's gonna need to be concrete. I'm not gonna accept sod on that," he said, noting concerns about durability for fire trucks. Holderfield also said the gate will have to meet the same standards as other access points.
City staff asked the applicant to add a lighting plan, provide a tree survey, and demonstrate fronting improvements or clarify phasing and timing for right-of-way work; the DRC recorded these as items to be addressed in the resubmittal.
